FIRST QUARTERLY REPORT ON DIRECT AIR SERVICE

This report details the first quarterly update on efforts to establish direct air service between Miami International Airport (MIA) and Singapore, Tokyo, Riyadh, and Asuncion. The primary barrier identified is long-haul aircraft shortages, with meaningful fleet relief expected in two to three years. Singapore is not currently viable for nonstop passenger service. Tokyo presents a strong near-term opportunity with Japan Airlines (JAL), with potential cargo service via Nippon Cargo Airlines in the long term. Riyadh is unlikely due to fleet limitations at Riyadh Air, but Jeddah, Saudi Arabia, is a more realistic alternative via Saudia Airlines, with service expected in 2-3 years. Asuncion, Paraguay, has potential for service with GOL Airlines, with a decision possible in February 2026 and service targeted for 2026-27. Cargo service to Asuncion is already provided by Avianca Cargo and LATAM Cargo. The report was accepted by the Board of County Commissioners on May 5, 2026.

OPA-LOCKA AIRPORT WITH FOUNDRY MEEK VI, LLC

This legislative matter, File Number 252290, concerning Miami-Opa locka Executive Airport (OPF), was withdrawn. It proposed approving the Third Amendment to the Phase VI Lease Agreement between Miami-Dade County and Foundry Meek VI, LLC. The amendment aimed to add 103,659 square feet of land to the existing leasehold, extending the development period by three years. The project scope included the development of a minimum of 18,000 square feet of aircraft hangar space, a 65-foot-wide taxiway, and 16 parking spaces. The estimated rent due to the County's airport system over the term was $22,890,000.00. The item was deferred multiple times by the Aviation and Seaport Committee before being withdrawn. During discussions, Commissioner Oliver G. Gilbert, III, sought clarification on fuel sales and requested community benefits linked to fuel volume if operations involved Fontainebleau and fuel. Mr. David Blount, representing Foundry Commercial, explained the development plans and noted uncertainty regarding specific fuel sales details. The item was ultimately deferred to allow for community benefit negotiations. The proposed development was expected to create temporary construction jobs and permanent operational roles.

The development was to be on a 307,087 square foot leasehold. The amendment also included provisions for the assignment of the leasehold to Fontainebleau Aviation Development within three years and required Foundry VI to complete work on a Water and Sewer Department (WASD) pump station. Public comment during a committee meeting indicated concerns from Commissioner Oliver G. Gilbert, III, regarding fuel sales and the need for community benefits linked to fuel volume and contributions from the Meek Foundation. The item was deferred multiple times before being withdrawn. Foundry VI estimated the project would create 30 temporary construction jobs and 5-8 permanent jobs.
