1. Ordinance No. 3150 — Second Reading — Comprehensive Plan, Future Land Use

The City of Apopka is reviewing a proposed Comprehensive Plan Future Land Use Element text amendment for the Wyld Oaks project. This project is located at the southwest corner of Kelly Park Road and SR 429. The proposal covers approximately 304.28 acres and is currently vacant land. The proposed zoning is KPI-MU (Kelly Park Interchange - Mixed-Use) with a Wyld Oaks Town Center Overlay District. The plan allows for a density of 0 to 27.5 dwelling units per gross acre, with a potential bonus up to 30 dwelling units per gross acre if 30% open space is provided. This item is currently under review, having passed its second reading. If approved, the project would involve significant site preparation, grading, and utility work across the large acreage. Subsequent phases would likely include infrastructure development, vertical construction for mixed-use buildings, and final landscaping. Local contractors, suppliers, and service providers should consider engaging with the applicant and city planning department early to understand potential opportunities as plans develop before bids and permits are finalized.

10. WATER-RESISTIVE BARRIER

This item concerns new requirements for water-resistive barriers on exterior walls of frame construction that will receive veneer. The proposed standard specifies a minimum of one layer of No. 15 asphalt felt, complying with ASTM D 226 for Type 1 felt. This material must be attached to the sheathing with flashing to create a continuous barrier behind the exterior wall veneer. For cement plaster or stucco applications over frame construction, a bond break is required between the water-resistive barrier and the cement plaster to prevent bonding. This agenda item is currently under review by the City of Apopka Development Review Committee. The work would involve installing these specified water-resistive barriers and bond breaks during the construction of new buildings. Contractors specializing in exterior wall systems, waterproofing, and stucco application, as well as suppliers of asphalt felt and related materials, could find opportunities. Engaging early before final plans and permits are issued may offer a competitive advantage.
