[Wayside Park East, intersection of 17th Avenue and Bayfront Parkway, Pensacola, FL; case Bid # 26-034] City Council approved the reallocation of $404,525.00 of LOST IV funding from the Baylen Street Marina Seawall Project to the Wayside Park and 17th Avenue Improvements Project. This reallocation is in conjunction with the award of Bid # 26-034 for the Wayside Park & 17th Avenue Improvements to Loftis Marine, LLC. The total project cost for Wayside Park and 17th Avenue Improvements is $1,588,637.92, including base bid, alternates, and contingency. The project aims to enhance roadway and park safety, accessibility, and public use, addressing deteriorated conditions at Wayside Park East, including boat ramps, docks, parking lots, and boardwalks, as well as the need for a safe pedestrian connection along 17th Avenue. Bid alternates include construction of a new boardwalk, replacement of the existing dock, and installation of advanced warning systems for the Graffiti Bridge low-clearance hazard. [222 West Main Street, Pensacola, FL 32502 (City Hall); case File #: 26-620] City Council approved funding of $500 to Trauma Release Invest, Inc. [222 West Main Street, Pensacola, FL 32502 (City Hall); case File #: 26-690] City Council consented to the Mayor's appointment of Steven Baham as Economic Development Director for the City of Pensacola. Baham has over 20 years of experience in economic development strategy, public-private finance, business recruitment, and redevelopment. This appointment supports the City of Pensacola Strategic Plan Goal #7: Thriving Innovation and Businesses. [North end of the Pensacola Bay Bridge at Gregory Street and Seventeenth Avenue; case SR30 (US98) Pensacola Bay Bridge Replacement Project] Skanska USA Civil Southeast Inc. was granted a right of entry to Wayside Park (9.03 acres) located at the north end of the Pensacola Bay Bridge at Gregory Street and Seventeenth Avenue. This entry is to facilitate access to and from a floating dock for work related to the SR30 (US98) Pensacola Bay Bridge Replacement Project. The agreement requires Skanska to restore the park to its prior condition, ensure dock use does not affect parking, and demobilize the dock promptly upon request. Skanska is responsible for indemnifying the City of Pensacola for any harm caused to City assets or economic loss. The agreement also addresses restoration of disturbed lands solely at Skanska's expense and requires strict compliance with Exhibit B regarding insurance and indemnification. The agreement is effective November 2021. [Northbound approach to the 17th Avenue Graffiti Bridge; case File #: 26-126] The City Council of Pensacola adopted Resolution No. 2026-2, accepting a quitclaim deed for right-of-way from the State of Florida Department of Transportation. The land, no longer needed for highway purposes, will be used by the City to install an infrared sensor-based traffic detection and warning system near the northbound approach to the 17th Avenue Graffiti Bridge to improve traffic flow and public safety. The property was transferred for a symbolic payment of one dollar and other legal considerations. The resolution is effective five business days after adoption. [Not specified, but related to State Road No. 30 (U.S. 98) in Escambia County; case File #: 26-142] The City Council of Pensacola adopted Resolution No. 2026-3, granting a perpetual easement to the State of Florida Department of Transportation (FDOT) for a public purpose. The easement is for constructing and maintaining a drainage facility related to improvements on State Road No. 30 (U.S. 98) in Escambia County. The City still owns the land, but FDOT has the legal right to use a portion for the drainage project. The easement is granted for a symbolic payment of $1. The resolution is effective five business days after adoption. [Main Street (flooding and adaptation project); case File #: 26-603] The City Council approved the reallocation of $391,947.30 in American Rescue Plan Act (ARPA) funds from the design of converting Dr. Martin Luther King, Jr. Drive and Davis Highway to two-way streets to the Main Street Flooding and Adaptation Project. The original project for MLK Drive/Davis Highway was halted because FDOT no longer supports the conversion. The Main Street project is under construction and uses other ARPA funding. Reallocating these funds will help cover current project costs and free up City Capital Improvement funds for future phases of the flood mitigation effort. The Main Street project already includes $1,679,003 in stormwater-related funding. ARPA funds needed to be invoiced by September 30, 2026. [West Garden Street, adjacent to the northeast corner of West Garden Street and North Spring Street; case File #: 26-655] The City Council of Pensacola adopted Resolution No. 2026-23, authorizing Jewelers Trade Shop, Inc. to apply for, accept, and construct landscaping improvements within the State right-of-way on West Garden Street, adjacent to its new commercial building at the northeast corner of West Garden Street and North Spring Street. The City will enter into a Memorandum of Understanding (MOU) with Jewelers Trade for the installation and maintenance of these improvements. This action is required by FDOT for permit approval. Jewelers Trade will indemnify and hold the City harmless for any claims related to the landscaping improvements. The responsibility for installation and maintenance runs with the title to the real estate. [West Garden Street, adjacent to the northeast corner of North Spring Street and West Garden Street; case File #: 26-656] A Memorandum of Understanding (MOU) between Jewelers Trade Shop, Inc. and the City of Pensacola documents the responsibilities for installation and maintenance of landscaping improvements within FDOT right-of-way on West Garden Street, adjacent to Jewelers Trade's property. Jewelers Trade will be solely responsible for installation and maintenance. This MOU is required by FDOT for permit approval. The agreement includes indemnification of the City by Jewelers Trade for any claims arising from the landscaping improvements or failure to perform obligations. The provisions are a covenant running with the real estate. [2623 West Cervantes Street; case 26-657] City Council is considering the acquisition of real property at 2623 West Cervantes Street for $160,000 as part of the Pace-Cervantes Corridor Revitalization Project.
