[1625 West Garden Street; case 26-539] The Community Redevelopment Agency (CRA) is considering approving a Commercial Property Improvement Program (CPIP) funding award of up to $126,225.00 for the property located at 1625 West Garden Street. The award is for David Lawrence Cederquist and Deborah Lyn Cederquist, Trustees of the Cederquist Revocable Trust, who are the owners. The CRA Chairperson is authorized to execute and administer the contract and complete the work. [1000 W Moreno St; case 26-604] The CRA is seeking authorization to solicit for development feasibility advisory services for the redevelopment of the Baptist Hospital Legacy Campus. This is a three-phase process: Phase 1 for Community Engagement and Community Benefits, and Phase 2 for Development Feasibility Advisory Services. A separate solicitation for a Master Developer will occur later. The total budget for these services is $300,000. The previous solicitation (RFP No. 25-042) did not result in an award. The RFP number for this new solicitation is 26-045, with proposals due by June 30, 2026. [216 North A Street; case 26-601] The CRA will discuss and provide direction regarding a proposed second extension to the construction commencement deadline for the property at 216 North A Street. The CRA will decide whether to authorize staff to negotiate the extension, potentially including the use of CRA's affordable home plans, or to exercise its repurchase rights. [case 26-602] The CRA will hold a workshop to discuss and provide feedback on proposed budget allocations and recommendations for fiscal year 2027. [case 26-606] The CRA will discuss and provide feedback to staff regarding proposed TIF expansion boundaries and associated district assignments. [1015 North E Street (for CAPC lease agreement); case 26-492 (CAPC Lease), 26-465 (Budget Resolution), 26-505 (Bayfront Trail)] The CRA Board Meeting on May 11, 2026, included updates on the South Palafox Pedestrian Improvements Project, noting the May 24th incentivized completion date remains on track. Updates were also provided on the Hawkshaw Project regarding a petition for review, and the Baptist Hospital Redevelopment project. The Board approved minutes from the April 6, 2026 meeting. A presentation was given by Visit Pensacola CEO Darien Schaefer on tourism and economic growth. The Urban Core Redevelopment Board (UCRB) discussed low-barrier shelters and Phase 3 of Bruce Beach. The Board accepted the FY2025 Comprehensive Financial Report. A lease agreement with Community Action Program Committee, Inc. (CAPC) for a childcare program at 1015 North E Street was recommended for City Council approval. A fee waiver for the Tall Ship ELISSA docking at Plaza de Luna from May 22-25, 2026, was approved. Supplemental Budget Resolution No. 2026-16 CRA, re-appropriating Urban Core and Eastside CRA unencumbered carryforward allocations, was adopted. $15,000 was reallocated from the Hashtag/Waterfront Development Project to the Bayfront Trail Improvement Project for supplemental landscape design services.
