Park Avenue] The Utilities Advisory Board meeting on April 28, 2026, will include a review of the March 2026 financial report, staff updates on Electric, Water & Wastewater, Performance Measurement, and an Educational Campaign. The March 24, 2026, meeting minutes were approved. Discussions from the March 24 meeting included an EV charger rate update, electric utility project progress (Project J and R completed, Project S estimated 2028 completion), undergrounding progress (83.76% complete, 2030 target), water and wastewater private lift station ordinance rollout, Consumptive Use Permit (CUP) status, and reclaimed water availability. Optimus is installing new Level 3 chargers at the library and Cady Way. The March 2026 financial report shows negative budget variances for water and wastewater revenues, and electric operating revenues (non-fuel). Electric operating expenses (fuel portion) were over budget due to high January and February fuel costs. Working capital days exceed the minimum requirement for both Water/Wastewater and Electric funds. The fuel cost stabilization fund balance was below the target. The Electric Utility update notes 83.98% of citywide undergrounding is complete, with a 2030 target. Transformer inventory is being reduced. Issues include long lead times for Okonite and Elastimold cables and splices. The Performance Measurement report shows the Electric Utility met its rate comparison goals and undergrounding completion goal, but had a negative variance for bad debt expense. Water and Wastewater met its debt service coverage ratio goals but was below the goal for average percentage of water meters reporting. The Educational Campaign includes a 'Fix It!' community repair workshop on May 30, 2026, at 721 W. New England Ave., and information on the Yellow Hibiscus public art collection and Memorial Day closure.
