It amends Article IV, Chapter 5 of the Code of Ordinances to revise the definition of motor vehicles and address authorized beach signage and rescue devices. The ordinance aims to enhance public health, safety, and welfare on city beaches by clarifying regulations for vehicles operating on the beach and defining authorized signage. Motor vehicles are generally prohibited on city beaches, with exceptions for city-owned or city-authorized vehicles necessary for maintenance, preservation, or governmental use. The City Manager is authorized to erect signs and enter into agreements for signs, barricades, and rescue devices, with no phone numbers allowed on rescue devices other than '911'.
