[Northeast of the intersection of South Amelia Avenue and East Howry Avenue] The City Commission will consider the second reading of an ordinance to change the zoning for approximately 1.47 acres located northeast of the intersection of South Amelia Avenue and East Howry Avenue from C-2 (General Commercial) to Ace Hardware PD (Planned Development). [Northeast corner of International Speedway Blvd. and N. Spring Garden Ave.] The City Commission will consider the first reading of an ordinance to change the zoning for approximately 23.33 acres located at the northeast corner of International Speedway Blvd. and N. Spring Garden Ave. from VC R-3C (Single Family) to BR (Business Retail). The City Commission will consider approval of an Interlocal Agreement for Municipal Fleet Maintenance Services by County of Volusia to the City of DeLand. This agreement will assist in the maintenance of fire apparatuses. The agreement is effective May 15, 2026, and continues until September 30, 2027. The estimated annual cost is $100,000, with $35,000 anticipated for the remainder of the current year, potentially covered by contingency. [DeLand Municipal Airport; case FDOT Grant Award 458236-1-94-01] The City Commission will consider approval of a resolution and Public Transportation Grant Agreement (PTGA) with the Florida Department of Transportation (FDOT) for the Airport Security Lighting on Central Apron Construction Project. FDOT will fund 80% ($80,000) of the design and construction costs, with the remaining 20% ($20,000) to be provided by the Airport Fund. This project is necessary for safe and secure airfield operations. The agreement term is through June 1, 2028. [DeLand Municipal Airport] The City Commission will consider approval of a proposal from AVCON, Inc. for Professional Engineering Services for the Central Apron Security Lighting project. The fee for these services will not exceed $14,000. This is related to the FDOT Public Transportation Grant Award 458236-1-94-01. [Downtown sidewalks] The City Commission will consider the second reading of an ordinance amending sections of the Code of Ordinances regarding e-bikes, micromobility devices, and bicycle operation on downtown sidewalks, and the use of helmets by riders 16-17 years of age. This ordinance adds e-bikes and micromobility devices to the prohibition against use on downtown sidewalks and considers requiring helmet use for riders aged 16-17. The City Commission will consider the second reading of an ordinance amending Section 30-7(f) of the Code of Ordinances to reference an amendment to the utility service agreement with Volusia County. The City Commission will consider the approval of an Interlocal Agreement for the Provision of Municipal Fleet Maintenance Services by County of Volusia to the City of DeLand. This agreement is to assist in the maintenance of fire apparatuses. The agreement is effective May 15, 2026, and continues until September 30, 2027. The estimated annual cost is $100,000, with $35,000 anticipated for the remainder of the current year, potentially covered by contingency. [East Side Fire Station Site] The City Commission will consider the purchase contract for a future East Side Fire Station Site. This involves consideration of a purchase and sale agreement for the site.
