[Northeast of the intersection of South Amelia Avenue and East Howry Avenue] The City Commission will consider the second reading of an ordinance to change the zoning for approximately 1.47 acres located northeast of the intersection of South Amelia Avenue and East Howry Avenue from C-2 (General Commercial) to Ace Hardware PD (Planned Development). [Northeast corner of International Speedway Blvd. and N. Spring Garden Ave.] The City Commission will consider the first reading of an ordinance to change the zoning for approximately 23.33 acres located at the northeast corner of International Speedway Blvd. and N. Spring Garden Ave. from VC R-3C (Single Family) to BR (Business Retail). The City Commission will consider approval of an Interlocal Agreement for Municipal Fleet Maintenance Services by County of Volusia to the City of DeLand. This agreement will assist in the maintenance of fire apparatuses. The agreement is effective May 15, 2026, and continues until September 30, 2027. The estimated annual cost is $100,000, with $35,000 anticipated for the remainder of the current year, potentially covered by contingency. This ordinance adds e-bikes and micromobility devices to the prohibition against use on downtown sidewalks and considers requiring helmet use for riders aged 16-17. The City Commission will consider the second reading of an ordinance amending Section 30-7(f) of the Code of Ordinances to reference an amendment to the utility service agreement with Volusia County. The City Commission will consider the approval of an Interlocal Agreement for the Provision of Municipal Fleet Maintenance Services by County of Volusia to the City of DeLand. This agreement is to assist in the maintenance of fire apparatuses. The agreement is effective May 15, 2026, and continues until September 30, 2027. [East Side Fire Station Site] The City Commission will consider the purchase contract for a future East Side Fire Station Site. This involves consideration of a purchase and sale agreement for the site.
