[120 SOUTH FLORIDA AVENUE (City Hall)] The City Commission approved a CPI adjustment to solid waste and recycling rates, resulting in a 4.16% increase effective October 1, 2026. They also approved a task assignment for the Old Daytona Road bridge replacement design for an amount not to exceed $258,133.00. The Bay Street Drainage Improvements Phases 1 and 2 were awarded to DDS Enterprises LLC, Inc. for $211,256.85. A donation of $10,000 was approved for the DeLand Police Athletic League. Approval was granted for the removal of one historic Live Oak tree at 342 Churchill Downs Boulevard. The Commission also considered scheduling budget workshops for FY 2026-2027 and authorized filing eviction and lien foreclosure actions. Additionally, ordinances were considered for annexing and changing land use and zoning for approximately 25.44 acres south of Orange Camp Road, west of the I-4 Interchange. New business included a zoning change for approximately 2.02 acres at 1500 S. Adelle Avenue, a special exception for vehicle sales and rentals at 109 Kensington Rd, and the demolition of two historic structures: a residential building at 338 Clake Street and a commercial building at 635 Bert Fish Drive. The Historic Preservation Board recommended approval for both demolitions. [South of Orange Camp Road, West of the I-4 Interchange; case Ordinance 2026-14 (Annexation); Ordinance 2026-15 (Land Use Change)] The City Commission considered ordinances for annexing approximately 25.44 acres and changing the land use for approximately 22.43 acres, both located south of Orange Camp Road, west of the I-4 Interchange. The land use change is from Volusia County Commercial and Volusia County Rural to City of DeLand Highway Commercial (HC). [South of Orange Camp Road, West of the I-4 Interchange; case Ordinance 2026-16] The City Commission considered an ordinance for changing the zoning for approximately 22.43 acres of property, located south of Orange Camp Road, west of the I-4 Interchange. The zoning change is from Volusia County B-6 (Highway Interchange Commercial), BPUD (Business Planned Unit Development), and A-2 (Rural Agriculture) to City Of DeLand C-2 (General Commercial). [1500 S. Adelle Avenue; case Ordinance (Not Numbered)] The City Commission considered an ordinance for changing the zoning for approximately 2.02 acres of property located at 1500 S. Adelle Avenue. The zoning change is from Springwood Town Homes PD (Planned Development) to R-16 (Multiple-Family Dwelling). [109 Kensington Rd; case Resolution 2026-31] The City Commission considered a resolution approving a Special Exception for vehicle sales and rentals at 109 Kensington Rd. [338 Clake Street; case Resolution 2026-32] The City Commission considered a resolution approving the demolition of a residential structure built in 1949, located at 338 Clake Street. The structure is not in a designated Historic District. The property owner purchased the property in November 2025 and has no definitive plans for reuse or future development. The Historic Preservation Board recommended approval. [635 Bert Fish Drive; case Resolution 2026-33] The City Commission considered a resolution approving the demolition of a commercial structure built in 1945, located at 635 Bert Fish Drive. The structure is not in a designated Historic District. The applicant has no definitive plans for redevelopment and intends for the site to be maintained as informal green space. The Historic Preservation Board recommended approval.
