City Commission Workshop · 2026-05-11 · agenda
This document outlines the City of DeLand's comprehensive update to its Land Development Code (LDC), initiated in April 2025 with a contract awarded to Inspire Placemaking Collective. The update aims to reorganize, reformat, and modernize the existing code to create more predictable, flexible, and simplified regulations. Key changes include adding clear intent statements and design objectives, incorporating graphics for clarity, providing options for creative development, and consolidating requirements into tables. The process involved extensive public outreach, workshops with various stakeholder groups including the City Commission and Planning Board, and iterative drafting with consultant feedback. The proposed LDC is structured into articles covering General Provisions, Procedures, Zoning, Uses, Community Design Standards, Subdivision/Streets/Utilities, Access/Parking, Trees/Landscaping, Signage, Concurrency/Impact Fees, and Stormwater/Environmental. Specific changes include eliminating the R-R1 zoning district, renaming the Residential Mobile Home district to Residential Manufactured Home, retiring the C-3 Rail Spur District and Medical Services Overlay, and renaming Wholesale Commercial (C-4) to Light Industrial (I-L). The update also introduces new use standards for Food Truck Courts, Fuel and Gas Storage, Self-storage/mini-warehouses, Thrift/secondhand stores, and drive-through facilities in the core, along with new temporary use permits. Design standards are being updated for lighting, tree protection, and landscaping, with a focus on aligning with the 2024 Comprehensive Plan and Volusia County standards. Parking requirements are revised for various uses, and signage regulations are updated to comply with federal law. The LDC update will undergo public hearings in July and August 2026, with an anticipated effective date of October 1, 2026. The document details numerous specific revisions within each article, impacting development standards, zoning classifications, and procedural requirements.
