Packet Downtown Community Redevelopment Agency Meeting 05-04-26

The Downtown Community Redevelopment Agency (CRA) is considering a resolution to amend the FY 2025-2026 budget, carrying forward funds from the previous fiscal year. Key budget adjustments include an increase in 'FUNDS C/O FROM PRIOR YEAR' by $550,404, an increase in 'OTHER OBLIGATIONS' by $79,125, and the allocation of $471,279 for the 'VOOHRIS AVENUE STREETSCAPE' project. The total revised budget increases from $1,023,936 to $1,574,340. [Centennial Square Park] The Downtown Community Redevelopment Agency (CRA) is considering upgrades to Centennial Square Park and a DeLand 150th Celebration event. The park, originally created in 1976, is currently primarily used as a business service alleyway. Proposed upgrades include new wrought iron features and a gate for visual separation, new concrete work, decorative lighting, potted planters, and art in the public-facing portion. The original dedication plaque will be refinished. All labor will be performed by City staff, with material costs estimated at $15,000, primarily for wrought iron work ($10,000). The 150th celebration event is estimated to cost an additional $7,500. The CRA has funding available in its operating supplies budget. [112 E. New York Avenue] The Downtown Community Redevelopment Agency (CRA) is considering a $3,000 grant request for a Lighting & Security Improvement Grant for a building located at 112 E. New York Avenue. The total estimated cost of the proposed work is $10,429.60. The project has been reviewed and approved by the City of DeLand Historic Preservation Administrator and the MainStreet DeLand Design Committee. The grant represents 75% of the total project cost, up to the maximum allowance of $3,000. Funds are available in the FY 25-26 CRA grant budget. [Former jail site] The Downtown Community Redevelopment Agency (CRA) and City Commission are considering the termination of the Acquisition and Redevelopment Agreement (ARA) with GlassHouse Square, L.L.C. for the former jail site. The ARA required GlassHouse to obtain a PD rezoning, which was denied by the City Commission on April 6, 2026, primarily due to inadequate parking. This denial followed a previous denial and a court order for a new hearing. GlassHouse has failed to cure the defaults. The City Attorney is authorized to deliver a formal notice of termination. Glasshouse's attorney indicated they are seeking damages for alleged breach of the ARA.
