The City Commission approved the establishment of the Hilliard Isle Community Development District (CDD), encompassing approximately 451 acres. The commission also approved an amendment to the Section 108 Loan Application, a substantial amendment to the 2025-2029 Consolidated Plan and 2025 Annual Action Plan, and adopted a related resolution. Several consent agenda items were approved, including the purchase of a forestry chipper truck for $113,872, the installation of LED stadium lighting at Fortune Road Athletic Complex for $174,900, a contract amendment for elevator modernization at the Kissimmee Police Department not to exceed $185,631 (increasing total contract to $983,001), continuing services contracts for planning services, a scope of work for mobility study updates, acceptance of a $24,215.37 grant for bulletproof vests, a change order for the Hill Street Sidewalk Project for $75,666.60, acceptance of an internship grant for Kissimmee Gateway Airport, and awarding professional auditing services. The Downtown Kissimmee CRA Board approved an RFP award for holiday lighting. The Commission also adopted a resolution to implement lottery processes for municipal elections and amended temporary sign regulations for election periods, applying the same rules to residential and nonresidential properties, with a 3-1 vote. Enforcement of current sign code for temporary signage on nonresidential properties will be suspended until the new ordinance takes effect. Marie Isidor was appointed to the Board of Adjustments.
