[101 Church Street, Kissimmee, Florida 34741-5054; case #26-17] The City Commission will consider the second and final reading of Proposed Ordinance #26-17, which amends Chapter 8 of the Code of Ordinances related to Aviation and Airport Regulations. This ordinance repeals and replaces existing airport regulations, reorganizes and updates them, and allows for future updates to the Airport Minimum Standards without revising the entire code. The revised Minimum Standards for Aeronautical Service Operators at Kissimmee Gateway Airport were updated in July 2026. The City Commission will consider the City of Kissimmee Annual Action Plan for Program Year 2026. The plan outlines the allocation of $953,411 in Community Development Block Grant (CDBG) funds and $342,947.31 in HOME Investment Partnerships Program (HOME) funds. CDBG funds are allocated to Code Enforcement ($95,000), Public Services ($143,011), Homeless Facilities Rehabilitation ($224,718), Section 108 Loan Repayment ($200,000), OO Rehab Emergency Repair Program ($100,000), and Administration ($190,682). HOME funds are allocated to Tenant Based Rental Assistance ($100,000), Rehabilitation ($100,000), Rental Housing Development ($51,442.10), Homebuyer assistance ($62,109.73), and Administration ($29,395.48). The plan incorporates input from resident surveys and community meetings. [case Agreements #20230078, #20240057] The City Commission will consider a second and final one-year extension for Milling, Resurfacing, and Minor Concrete Work Agreements with American Persian Engineering and Construction, LLC (#20230078), Premier Engineering, Inc. (#20240057), Asphalt Paving Systems, Inc. (#20230078), Schuller Contractors, Inc. (#20230078), and RJR Contractors, LLC. (#20230078). The current contracts expire September 20, 2026, and the extension would move the expiration date to September 21, 2027. These contracts support various capital improvement and development projects on an as-needed basis. [606 Dyer Blvd and 303 Dyer Blvd, Kissimmee Gateway Airport; case #20240443] The City Commission will consider a Consent to an Amended and Restated Net Building Lease for Dyer Boulevard Airport Premises for Aviator Holdings of Kissimmee, Inc. (Contract #20240443). This consent is contingent upon U.S. Aviation Group, LLC executing an Amended and Restated Lease, which will terminate the existing leases at 11:59 p.m. on July 31, 2026. Aviator Holdings of Kissimmee, Inc. (d/b/a Aviator College) leases facilities at 606 Dyer Blvd (leased July 2014) and 303 Dyer Blvd (leased March 2021) for aircraft maintenance education and flight instruction. [606 Dyer Blvd and 303 Dyer Blvd, Kissimmee Gateway Airport; case #20260260] The City Commission will consider an Amended and Restated Net Building Lease for Dyer Boulevard Airport Premises with U.S. Aviation Group, LLC (Contract #20260260). This lease will be in effect upon the termination of Aviator Holdings of Kissimmee, Inc.'s leases at 11:59 p.m. on July 31, 2026. U.S. Aviation Group, LLC (USAA) will continue and expand aircraft maintenance education services at the 606 Dyer Blvd and 303 Dyer Blvd facilities. The lease term is twenty (20) years with a one, ten (10) year renewal option. USAA is an FAA Part 147 Airframe and Powerplant mechanic training provider with existing programs in multiple states. The City Commission will consider the disposal of City assets detailed in an attached report. These items are slated to be auctioned, junked, sold, or scrapped and have not previously been approved for disposition. Items will be placed for auction via George Gideon Auctioneers, Inc. online auction unless purchased by other local governments at fair market value. [Kissimmee Gateway Airport; case #20240268] The City Commission will consider the Second Amendment to the Kissimmee Gateway Airport Fixed Base Operator’s Lease Agreement with Quantum FBO Group Kissimmee, LLC (Contract #20240268). This amendment involves the sale of two aviation fuel tanks from Aviator Holdings of Kissimmee, LLC to Quantum. Quantum desires to relocate a 12,000-gallon Jet A tank and convert a 10,000-gallon 100LL AVGAS tank to a self-serve system. The approximately two-acre area will be removed from the Aviator lease and provided to Quantum for aircraft parking and self-serve fueling. The amendment provides Quantum a deadline of October 1, 2028, to complete the project.
