The City Commission of Ormond Beach authorized the submittal of a grant application to Volusia County for improvements to Sanchez Park under the FY 2026-27 Community Development Block Grant Program. This includes authorization for any necessary contracts to accept the grant award. The Commission also authorized the submittal of a grant application to Volusia County for improvements to the Forest Hills Boulevard sidewalk under the FY 2026-27 Community Development Block Grant Program, including authorization for any necessary contracts to accept the grant award. A bid was awarded to NEXT WAVE PLUMBING, LLC for construction services for the Lead Service Line Inventory Project (Bid No. 2026-14). A bid was awarded to GREG REYNOLDS CONSTRUCTION, LLC for construction services for the Fire Station 93 Wind Wall and Pad Construction Project (Bid No. 2026-19). The Commission authorized the execution of a contract renewal for a School Resource Officer Agreement between the City of Ormond Beach and the School Board of Volusia County. The City Clerk read by legal title only the Disposition Items: Auto Renewal - Debris Removal Contract and Intent To Bid – Halifax River Utility Crossing. The Commission authorized the submittal of a grant application to the Florida Inland Navigation District Waterways Assistance Grant Program for funding assistance for the construction of a pier and gazebo at Fortunato Park, including authorization for any necessary contracts to accept the grant award. The Commission approved the establishment of a Community Development District (CDD) for Ormond Crossings Central (Ordinance No. 2026-06) and Ormond Crossings East (Ordinance No. 2026-07) on second reading. The Commission approved on first reading an ordinance amending Code of Ordinances 15-92 and 15-99 to allow for the sale and consumption of commercially packaged low-proof alcoholic beverages at events on city property (Ordinance No. 2026-08). Public comment included concerns about the Andy Romano Beachfront Park projects and funds, proposed paid parking, and concessions contracts. There were also numerous comments regarding the Falls Subdivision, with residents expressing support for the community and its leaders, and concerns about social media negativity and alleged harassment. Other public comments included property development rumors, a proposed Hand Avenue extension, flooding, data centers, and treated wastewater. Concerns were also raised regarding the Tomoka Reserve development, including traffic studies and compatibility with surrounding neighborhoods.
