[East of John Pitts Road and north of Old Majette Tower Road; case Ordinance 3305] The City Commission approved Ordinance 3305, establishing the Panama City North Community Development District. The district is located east of John Pitts Road and north of Old Majette Tower Road. The approval included a condition that the city is not obligated to accept road dedications from the district. They also approved Change Orders 12, 13, 14, and 15 for Community Development Block Grant Disaster Recovery Area O -11 Infrastructure Improvements to Gulf Coast Utility Contractors (GCUC) in the amount of $940,652.41. [case Resolution 20260609.5] The City Commission approved Budget Amendment Resolution 20260609.5 and payment to City Marina Partners LLC, pursuant to the Interim Agreement. Commissioner Street expressed dissent, proposing future contracts with hourly rates be disclosed in advance and include monthly billing, or a not-to-exceed amount if no hourly rate is applicable. This amendment passed with Commissioner Hughes dissenting. [City of Panama City Area AO Infrastructure Improvements; case Resolution 20260609.3 and M0168 Amendment No. 2] The City Commission approved Budget Amendment Resolution 20260609.3 and M0168 Amendment No. 2, increasing an existing subrecipient agreement between Florida Commerce Community Development Block Grant – Disaster Recovery (CDBG-DR) and the City of Panama City Area AO Infrastructure Improvements by $3,500,000.00. [case Resolution 20260609.4] The City Commission approved Budget Amendment Resolution 20260609.4, accepting and expending grant funds from the 2025 Patrick Leahy Bulletproof Vest Partnership in the amount of $8,645.00 and transferring matching funds of $8,645.00 from the General Fund to the Grant Fund for the purchase of ballistic vests.
