The CDD will finance these improvements through the issuance of tax-exempt bonds and potentially conventional bank financing, with debt repaid through non-ad valorem assessments levied on properties within the District. There are currently no residents within the proposed District boundaries. The Petitioner is SE Land Dev, LLC. [Grace Avenue; case CPC-PLN-2026-1006 (for Grace Avenue property)] This document contains testimony and information related to the establishment of the Panama City North Community Development District (CDD) and a separate land use amendment for a property on Grace Avenue. [421 Oak Ave; case PC26-024] The City of Panama City is considering awarding a bid for the Project Hometown Revitalization – 421 Oak Ave Landscape and Grounds to Royal American Construction Company, Inc. for $82,770.00. This project involves landscape improvements to the outside area of the property at 421 Oak Avenue. The bid was advertised on April 14, 2026, and received on May 13, 2026. Royal American Construction Company, Inc. was the only responsive bidder. The City Manager may be authorized to execute Change Orders up to $7,000, bringing the total project amount to $89,770.00. [Intersection of Oak Ave and 4th Street] The City of Panama City is considering approving Change Orders 12, 13, 14, and 15 for the CDBG-DR Area O-11 Infrastructure Improvements project to Gulf Coast Utility Contractors (GCUC) in the amount of $940,652.41. These change orders are necessary due to unforeseen conditions, specifically extensive deposits of muck and unsuitable organic materials discovered at the intersection of Oak Ave and 4th Street, which were not identified in original geotechnical surveys. These conditions require increased excavation, removal, and replacement of fill, as well as additional construction materials. The Public Works Department recommends approval to ensure compliance with engineering specifications, environmental requirements, and public safety standards. [Area AO, downtown Panama City; case M0168] The City of Panama City is considering approving Budget Amendment Resolution No. 20260609.3 and M0168 Amendment No. 2, increasing funding by $3,500,000.00 to the existing subrecipient agreement with Florida Commerce for the Community Development Block Grant – Disaster Recovery (CDBG-DR) Area AO Infrastructure Improvements. The original agreement, approved October 25, 2022, was for repairing/replacing water, sewer, and stormwater lines in the downtown area. This increase will expand the repair area to include 2,300 LF of water lines, 2,400 LF of sewer lines, 2,600 LF of stormwater lines, and paving of W Beach Drive from 6th Street to 4th Street and Mulberry Ave from 6th Street to W Beach Drive. The total CDBG-DR funding for this agreement is now $21,738,605.50. [Downtown Marina] The City of Panama City is considering approving payment of $98,163.00 to City Marina Partners (CMP) for design and permitting of basins at the Downtown Marina, pursuant to an Interim Agreement. The City Commission selected CMP on May 14, 2024, for a turnkey operation for the redevelopment of the Downtown Marina. An Interim Agreement was approved on June 18, 2024, where CMP would reconstruct fuel docks at City cost and provide wet-slip design and permitting services at CMP's cost, to be reimbursed only if a long-term lease was not reached. The Commission terminated the Interim Agreement on December 16, 2025. CMP submitted its invoice for reimbursement on January 12, 2026. The City Attorney recommends approval, stating the invoice is not legally deficient and the costs are reasonable and incurred in good faith. Budget Resolution No. 20260609.5 is proposed to amend the Fiscal Year 2025-2026 budget to utilize Marina Reserves for this payment. [501 Harrison Avenue, Panama City, FL 32401; case Resolution No. 20260609.4] The City of Panama City is seeking approval for a budget amendment to accept and expend $8,645.00 in grant funds from the 2025 Patrick Leahy Bulletproof Vest Partnership. An additional $8,645.00 in matching funds will be transferred from the General Fund to the Grant Fund. These funds will be used to purchase ballistic vests for the Panama City Police Department, replacing vests with a five-year service life. The total project cost is $17,290.00. The City Commission is expected to approve this budget amendment.
