[case CUP No. 6-2025] Conditional Use Permit (CUP) No. 6-2025 for River Palms II was tabled to the August 25, 2026 City Council meeting. The City Council conducted the final public hearing on the Community Development Block Grant (CDBG) 2026/2027 Annual Action Plan and authorized the Neighborhood Services Director and/or Mayor to sign the grant application and certifications for $251,081 in CDBG funds. The plan includes $37,000 for public services (Meals on Wheels, safe ride program, domestic violence safe house, homeless outreach) and $163,865 for infrastructure and housing improvements in the South Street Target Area. Public comment included discussions on potential use of Section 108 loan guarantee authority for low-income housing and the development of a pocket park at 700 Wager Avenue, though CDBG funds were deemed ineligible for that specific park due to regulatory restrictions. Alternative funding sources are being explored for the 700 Wager Avenue property. [case Ordinance No. 11-2026] Ordinance No. 11-2026, the Aerospace and Light Manufacturing Ordinance, was approved. This ordinance amends the Code of Ordinances to allow Childcare Facilities and stand-alone parking structures as limited uses within the Planned Industrial Development (PID) zoning district, and expands the definition of light manufacturing to include aerospace and defense-related research and manufacturing in M-1, M-2, M-3, PID, and DMU zoning districts. It also eliminates public hearing requirements for childcare facilities in PID under certain circumstances and allows structured parking as a primary use in PID. Public comment included concerns about the vagueness of the definition, potential environmental impacts on the Indian River Lagoon, and the possibility of data centers being developed. The Council also directed staff to research prohibiting data centers. The City Council directed staff to draft an ordinance to allow pet grooming services in the Neighborhood Commercial (NC) zoning district. This action was prompted by a business owner who purchased property in the NC district where pet grooming is not currently permitted due to zoning restrictions.
