[2011 Aloma Avenue and 416 Lander Road; case CU #26-03 (withdrawn)] Core & Main, LP was approved for additional funds for pipe fittings and accessories, not to exceed $750,000, through October 4, 2026. EPIC Engineering & Consulting Group, LLC was approved for enterprise asset management software and implementation for the Water & Wastewater Department, not to exceed $250,000, through November 3, 2030. Frymyer Construction & Development, Inc. received approval for additional funds of $79,539 for change orders on the Winter Park Library and Events Center Parking Lot Expansion. A Budget Tree Service, Inc. contract for tree pruning and removal services was approved through June 14, 2027, not to exceed $500,000. An ordinance amending Chapter 58, Article III, Section 58-79 (Public and Quasi-Public (PQP) District) to add a new permitted use for detached single-family dwelling units was approved unanimously (4-0) after Commissioner Russell recused himself. El Car Wash Florida, LLC withdrew their conditional use request for a 3,700 sq ft automated car wash facility at 2011 Aloma Avenue and 416 Lander Road, zoned C-3, and will resubmit a revised application. An ordinance amending Chapter 58, Article I, to add a policy permitting subdivision or lot split of lakefront property meeting specific criteria, impacting 1020 Palmer Avenue ("Merrywood"), was approved with a 3-2 vote. Public comment included opposition from Sally Flynn and Betsy Owens, and support from Bryan Mitnick, Jerome Henin, Kevin McClanahan, and David Bornstein. Conditions were added to reduce the FAR from 40k to 30k sq ft and specify design elements. Modifications to building permit fees were approved unanimously.
