[1105 Lewis Drive, 1103 Lewis Drive, 1320 Morgan Stanley Avenue, 1006 Lewis Drive, 1008 Lewis Drive, Southeast corner of Bennett and Monroe Avenues] The Development Review Committee (DRC) agenda for June 26, 2026, includes several public hearings for development plan approvals and modifications. Key projects include a three-story mixed-use building with retail and affordable housing at 1105 Lewis Drive, a two-story office building at 1103 Lewis Drive, a modification to a mixed-use building at 1320 Morgan Stanley Avenue to reduce its height and change its unit mix, a two-story mixed-use building with retail and affordable housing at 1006 Lewis Drive, and the installation of an LED display panel on a parking garage at 1008 Lewis Drive. All these projects are within the Ravaudage Planned Development. The DRC also reviewed minutes from a February 20, 2026 meeting, which included an approved development plan for a seven-story, 250-unit multifamily project with a parking garage at the southeast corner of Bennett and Monroe Avenues. [Lewis Drive] This document contains detailed landscape and irrigation specifications for the Lewis Drive Commercial Buildings project. It outlines requirements for plant materials, soil amendments, mulch, guying and staking, drainage gravel, soil separation mats, quality control, size measurements, labeling, and handling of various plant types including specimen plants and palms. It also specifies materials and methods for irrigation system installation, including pipe, fittings, valves, controllers, sprinklers, and dripline. Detailed notes cover site preparation, excavation, planting procedures, fertilizing, staking, mulching, pruning, cleanup, and a guarantee period. The project involves multiple commercial buildings located along Lewis Drive. [1103 Lewis Drive] Development Plan Approval for a two-story, 3,367-square foot office building at 1103 Lewis Drive. The project is part of infill commercial development along Lewis Drive, north of previously approved office buildings. Parking is calculated at one space per 333 square feet, with 5 spaces provided on-site and the remainder allocated through adjacent facilities and parallel parking. Staff recommended approval with conditions to revise the building design for stronger architectural transition with adjacent developments and to provide effective screening of back-of-house elements. Declaration of Restrictive Covenants and Affidavit of Commitment for a multifamily housing development on property zoned Orange County PD, Ravaudage Planned Development. The owner intends to develop 224 market rate multifamily units and 26 Affordable Housing Units. The agreement restricts the Affordable Housing Units for a period of thirty (30) years from the issuance of a certificate of occupancy. [LEWIS DRIVE] This document contains detailed landscape and irrigation specifications for the Lewis Drive Commercial Buildings project. It outlines requirements for sodding, plant materials, soil preparation, fertilization, staking, mulching, pruning, and irrigation system installation. Specific details include types of sod, soil amendments, fertilizer formulations, plant material standards, and installation methods for trees, shrubs, and groundcover. The irrigation plan details controller and sensor locations, water points of connection, dripline specifications, and various pipe sizes. It also includes detailed notes on system performance, contractor responsibilities, and testing requirements. [1320 Morgan Stanley Avenue] Modification of a previously approved four-story mixed-use building to a two-story building. The original plan included retail, extended-stay hotel, and 16 residential units. The revised plan features approximately 8,500 sq ft of ground-floor retail/restaurant space and 9,175 sq ft of second-floor office space. The project is located within the Ravaudage Planned Development. [1006 Lewis Drive (western portion of 1001 N. Orlando Avenue)] Development plan approval for a two-story mixed-use building with 1,429 sq ft of ground-floor retail space and six affordable housing units (one on the ground floor, five on the second floor). The project is located within the Ravaudage Planned Development. [1008 Lewis Drive] The City of Winter Park Development Review Committee (DRC) is considering a request from Benjamin Partners, Ltd. to install one LED display panel on the existing Ravaudage parking garage at 1008 Lewis Drive. This display is intended to fulfill a previously approved billboard entitlement within the Ravaudage Planned Development (PD). The proposed display measures approximately 22 feet by 14 feet (308 square feet) and will be located on the southwest tower elevation of the parking garage, southeast of the intersection of Lewis Drive and Morgan Stanley Avenue. Staff recommends approval with conditions that the display be limited to Ravaudage PD advertisements and information, and that it comply with Orange County regulations for digital signage. The original proposal included two panels, but one was removed due to concerns about cumulative signage. The current proposal is consistent with the Ravaudage Development Order (DO), which granted waivers for billboard signage, including a larger allowable copy area and zero setback. The proposed display is smaller than the maximum authorized area and is integrated into the garage architecture.
