The Transportation Advisory Board (TAB) will consider a recommendation to not proceed with the Heritage Market Trail. A feasibility assessment indicated that while 13 segments totaling 2 miles are viable for a 12-foot shared use path, constructing the full 6.2-mile trail would require acquiring 3.69 acres of right-of-way, impacting 142 parcels. Preliminary construction costs for the viable segments are estimated at $4,101,300, with two bridge options at Fairbanks Ave. and Pennsylvania Ave. costing over $14 million. The study recommended focusing on trails identified in the Transportation Master Plan, such as the Denning Trail, Tennis Center Trail, and Morse Boulevard Greenway. [Downtown] The TAB will consider establishing a Downtown Parking Management Working Group. This group will assess downtown parking time limits, which currently range inconsistently from 30 minutes to 4 hours, and provide recommendations for consistency. The group will be advisory and fact-finding, with no independent decision-making authority. Public Works & Transportation staff, Police representatives, a CRA representative, and a local business owner will participate. Meetings will be publicly noticed. [SR 426 (Fairbanks Avenue) from Park Ave. to Driver Ave.; case PROJECT NUMBER: 64452.027] The TAB will receive an update on the SR 426 Road Safety Audit conducted by VHB. The audit evaluated safety performance for all roadway users on SR 426 from Park Ave. to Driver Ave., using a Safe System Approach to eliminate fatalities and serious injuries. The audit identified issues such as narrow sidewalks, short pedestrian crossing times, poor sightlines, uneven sidewalks, damaged tactile pavement, and bus stop visibility concerns. Recommendations include corridor-level operational studies for signalization, an access management plan, and sidewalk repairs, as well as site-specific improvements for speed management, turning movements, bicycle safety, and pedestrian safety. The final report with recommendations and countermeasures is due July 31. The TAB will receive a staff update on a draft ordinance for Micromobility. The TAB will receive an update on the Traffic Calming Task Force. The task force aims to develop a transparent, data-driven, and policy-governed Traffic Calming Program to enhance neighborhood safety while preserving mobility and emergency response. The FY2027 focus includes standardizing the program, establishing evaluation criteria, prioritizing projects objectively, and measuring performance. The goal is to achieve consistent, transparent, and data-driven decisions. [Glenridge Way and Venetian Way] The TAB will receive an update on Neighborhood Traffic Calming. The city has addressed neighborhood traffic safety concerns by conducting engineering studies and advancing the implementation of speed cushions on Glenridge Way and a speed table on Venetian Way. Traffic studies and design are complete, and police and fire coordination is done. Construction is planned for FY2026. Outcomes include reduced operating speeds, improved pedestrian safety, and enhanced neighborhood livability. [Glenridge Way and St. George Street] The TAB will receive an update on the Pedestrian Safety Program. The program aims to enhance pedestrian safety and accessibility by installing a Rapid Rectangular Flashing Beacon (RRFB) at Glenridge Way and St. George Street, supported by ADA-compliant infrastructure improvements. ADA improvements and utility coordination are complete. Equipment has been procured, and installation is planned for FY2026. Outcomes include safer crossings, increased driver yielding, and improved ADA accessibility. [Fairbanks Ave & Pennsylvania Ave, Fairbanks Ave & Clay St., Lee Rd & Wymore Rd, Safety Building complex] The TAB will receive an update on the Opticom GPS Project. The HUD Grant-funded Phase III project enhances emergency response by providing traffic signal preemption for emergency vehicles and strengthening regional interoperability. Six intersections are complete, including Fairbanks Ave. & Pennsylvania Ave. and Fairbanks Ave. & Clay St. Lee Rd & Wymore Rd is under construction, and the Safety Building complex is a system test location. Outcomes include faster emergency response, improved public safety, and regional interoperability. [Citywide] The TAB will receive an update on the Street Sweeping Map and Schedule. The update includes a citywide map and individual neighborhood maps detailing the street sweeping schedule.
