These include: (A) Opting out of the Mid-West Sector Plan and assigning Agriculture Residential (AR) Future Land Use for a parcel on the 1700 Blk Jacks Branch Road (OSP-2026-02); (B) Opting out of the Mid-West Sector Plan and assigning Mixed-Use Suburban (MU-S) Future Land Use for a parcel on the 900 Blk Jacks Branch Road (OSP-2026-01); (C) A Large Scale Map Amendment for Outlying Landing Field (OLF) changing Future Land Use from MU-U and C to MU-U (LSA-2026-01); (D) An OLF Comprehensive Plan Text Amendment to revise language regarding FLU (CPA-2026-01); (E) A Public Hearing to authorize an Operational Permit for Resource Extraction for HHH Borrow Pit at 4000 Rocky Branch Road; and (F) A Public Hearing to authorize an Operational Permit for Resource Extraction for Molino Dirt and Sand Borrow Pit at 1600 Highway 97. [1525 Old Chemstrand Road] The Board approved the removal and disposal of an abandoned Recreational Vehicle in front of 1525 Old Chemstrand Road from the County right-of-way. The property is located in District 5. [7321 Hayward Avenue] The Board approved the removal of an abandoned recreational vehicle from the County right-of-way in front of 7321 Hayward Avenue. The property is located in District 2. [Area between NAS Pensacola's boundaries and Airfield Influence Planning Districts; case S0172] The Board ratified the Chair's signature on Amendment #3 and approved Amendment #4 to the Florida Defense Infrastructure Grant (DIG) Commerce Agreement #S0172 with the State of Florida Department of Commerce. These amendments manage encroachment issues near NAS Pensacola, adjusting the agreement period and other clauses. Amendment #3 extended the term to June 30, 2026, and Amendment #4 extends it to October 30, 2026. [Pensacola Bay Living Shoreline Project (adjacent to District 2)] The Board approved and authorized the Chair to sign an agreement with Mississippi State University for wave attenuation monitoring services for the Pensacola Bay Living Shoreline Project, in the amount of $25,000. The project is located in local waters adjacent to District 2. [Escambia County] The Board certified millage rates for Fiscal Year 2026-2027: County-wide Operating - 6.600, Law Enforcement/Sheriff's MSTU - 0.685, Library MSTU - 0.359. These rates are unchanged from the previous fiscal year. The Board also certified proposed millage rates at 2.32% above the aggregate rolled-back rate and affirmed intent to maintain the 75% increment in CRA TIF Districts. Public hearings for the FY 2026-2027 Budget and Non-Ad Valorem Special Assessment roll are scheduled for September 8, 2026, and for the County-wide Budget on September 24, 2026. [Escambia County] The Board approved the first of two one-year extensions for the Contract between Escambia County and the Public Resources Advisory Group (PRAG) Municipal Advisor.
