Miami-Dade County Board of County Commissioners is considering Resolution approving the award of a competitive revenue-generating contract, Contract No. EVN0002968, for a Passenger Lounge at Miami International Airport (MIA) to AD Partnership, LLC. The projected revenue is $93,800,000.00 over a 15-year term. The lounge will be located on the third floor of Concourse E, above Gate E7, and will offer premium amenities to travelers. The contract includes financing, design, construction, development, management, operation, and maintenance. The Aviation and Seaport Committee forwarded the resolution with a favorable recommendation. During the committee meeting, discussions included the applicant's amenability to a labor peace agreement, with the applicant confirming willingness to work with the airport and labor partners. Commissioner Gilbert III stated he would ensure all requirements are met and would defer the item if an agreement was not reached. The vendor is responsible for all capital investment and build-out costs, including elevator and access improvements, as well as staffing, maintenance, and operations. The contract requires the vendor to compensate the County through annual rent, a guaranteed annual privilege fee, and a percentage of gross revenues (40% proposed). The recommended vendor is non-local. Seven proposals were received, with four deemed non-responsive by the County Attorney's Office.
