ACQUISITION OF THE FUEL FACILITY

Miami-Dade County Board of County Commissioners is proceeding with the acquisition of a fuel facility property on Fisher Island, identified as Parcels 1 and 2, for the public purpose of continued and future operation of a fuel facility for PortMiami. The property is currently owned by HRP Fisher Island, LLC and operated by TransMontaigne Terminals, LLC, with fuel operations slated to cease by May 2027 as HRP intends to repurpose the property for residential housing. The County Mayor or designee and County Attorney are authorized to acquire the property through negotiation or eminent domain, with an incentive offer up to 15 percent over appraised value. Appraisals range from $25 million to $430 million. Acquisition will be funded by Seaport Revenue Bonds. The Board previously authorized acquisition efforts in Resolutions R-897-25 and R-995-25. The item was reconsidered on July 21, 2026, and an amended version was considered on June 16, 2026.
