ACQUISITION OF THE FUEL FACILITY

Miami-Dade County is proceeding with the acquisition of a fuel facility property on Fisher Island, identified as Parcels 1 and 2, for the continued and future operation of a fuel facility for PortMiami and ancillary port purposes. The acquisition is deemed a public necessity. The County intends to acquire the property through negotiation or eminent domain proceedings. The current operator, TransMontaigne Terminals, LLC, will cease fuel operations by May 2027, and the owner, HRP Fisher Island, LLC, plans to redevelop the property for residential housing. The County has received appraisals ranging from $25 million to $430 million. Funding for the acquisition will come from Seaport Revenue Bonds. The Board of County Commissioners amended the property description to be condemned and authorized the County Mayor or designee and County Attorney to take necessary actions, including making an incentive offer up to 15 percent over the appraised value. The acquisition is critical to ensure the consistent and permanent access to adequate volumes of nearby maritime fuel for PortMiami, which has an annual economic impact of over $61 billion and supports over 340,000 jobs.
