Mr. Atkins explained the weighted preference system, with homeless applicants receiving 100 points and disabled applicants 50, and the humanitarian referral provision for exceptional cases. An HCD representative explained the 'de minimis' provision allows for demolition of certain units under HUD limitations, and Mr. Atkins confirmed it would not adversely impact redevelopment deals. Legal Services of Greater Miami, Inc. provided comments consistent with previous cycles and were addressed through existing policies.
