Miami-Dade County adopted the Fiscal Year 2026-2027 Annual Public Housing Agency Plan. Mr. Nathan Kogon clarified that HUD strongly encouraged this preference system. Madam Renita Holmes raised concerns about Housing Quality Standards (HQS) enforcement for residents with disabilities, citing potential corruption or inadequate training of inspectors and warning of likely litigation without corrective action. Chairwoman Bastien inquired about the definitions of 'homeless,' 'disabled,' and 'humanitarian referrals,' and data collection for fairness. Mr. Atkins explained the weighted preference system and the role of the department director in humanitarian referrals. Commissioner McGhee sought clarification on the 'de minimis' provision for demolition and disposition, and its impact on specific properties. Mr. Atkins confirmed it would not adversely impact proposed redevelopment deals.
