Miami-Dade County Board of County Commissioners adopted the Fiscal Year 2026-2027 Annual Public Housing Agency Plan. This plan standardizes admission preferences across housing programs, implements a weighted point system for waitlists, and updates policies for demolition and disposition activities. It also revises Project-Based Voucher (PBV) resident rights and participation standards. The plan was submitted to the U.S. Department of Housing and Urban Development (HUD) for approval. Commissioner Milian Orbis expressed a desire for greater Board input on the transition to a point-based system for housing vouchers, particularly concerning equitable access for elderly applicants. Mr. Nathan Kogon clarified that HUD strongly encouraged the use of preferences through scoring. Madam Renita Holmes raised concerns about Housing Quality Standards (HQS) enforcement for residents with disabilities, citing issues with inspector training and potential corruption, and warned of likely litigation if corrective actions were not taken. Chairwoman Bastien inquired about the definitions of 'homeless,' 'disabled,' and 'humanitarian referrals,' and data collection for preference system fairness. Mr. Atkins explained the weighted preference system, with homeless applicants receiving 100 points and disabled applicants 50 points, and the humanitarian referral provision for exceptional circumstances. An HCD representative and Mr. Atkins addressed concerns about the 'de minimis' provision for demolition and disposition, confirming it would not adversely impact proposed redevelopment deals and would allow for demolition of fire-damaged units. Legal Services of Greater Miami, Inc. provided comments consistent with previous cycles and were addressed through existing policies.
