ANNUAL PUBLIC HOUSING AGENCY PLAN

Board of County Commissioners · 2026-06-02 · resolution

Miami-Dade County adopted the Fiscal Year 2026-2027 Annual Public Housing Agency Plan. This plan standardizes admission preferences across housing programs, transitioning to a weighted point system for ranking applicants, prioritizing groups like homeless referrals and veterans. It also includes updates for demolition and disposition activities, and revises Project-Based Voucher (PBV) resident rights. The plan was made available for public review and comment from January 22, 2026, through March 7, 2026. Public comment included concerns about Housing Quality Standards (HQS) enforcement for residents with disabilities and inspector training, with one resident warning of potential litigation. Commissioner Milian Orbis expressed a desire for greater Board knowledge and input on the shift to a point-based system for housing vouchers, specifically ensuring equitable access for elderly applicants. Mr. Nathan Kogon clarified that HUD strongly encouraged the use of scoring preferences for waitlists. The plan was approved by the Board of County Commissioners on June 2, 2026, after a public hearing.
