Miami-Dade County adopted the Fiscal Year 2026-2027 Annual Public Housing Agency Plan. This plan, submitted by the Housing and Community Development (HCD) department, outlines strategies for meeting local housing needs and managing federally funded housing programs. Key updates include establishing a site-based waiting list for Helen Sawyer Plaza Assisted Living Facility, implementing a weighted point system for ranking applicants based on preferences (e.g., homeless referrals, veterans, disabled individuals), and standardizing admission preferences across housing programs. The plan also addresses demolition and disposition activities for developments, updates Project-Based Voucher (PBV) resident rights and participation standards, and allows for flexibility in applying for de minimis reductions for certain developments under the Rental Assistance Demonstration (RAD) program. Revisions to project configurations for several developments are also included. The plan was made available for public review and comment from January 22, 2026, to March 7, 2026. The Resident Advisory Board (RAB) met on January 29, 2026, to discuss the plan, and Legal Services of Greater Miami, Inc. provided comments on March 10, 2026, which were noted as consistent with previous feedback and addressed through existing policies or future initiatives. The County Mayor or designee is authorized to submit the plan and any necessary revisions to the U.S. Department of Housing and Urban Development (HUD) for approval.
