Miami-Dade County Board of County Commissioners adopted the Fiscal Year 2026-2027 Annual Public Housing Agency Plan. This plan establishes a site-based waiting list for the Helen Sawyer Plaza Assisted Living Facility and standardizes admission preferences across housing programs using a weighted point system. It also updates demolition and disposition activities, including provisions for a 'de minimis' exception for certain units, and revises Project-Based Voucher (PBV) resident rights and participation standards. The plan was submitted to the U.S. Department of Housing and Urban Development (HUD) for approval. Commissioner Milian Orbis expressed comfort with the plan after speaking with the department, noting a preference for greater Board knowledge and input on the shift to a point-based system for housing vouchers, and emphasized ensuring equitable access for elderly applicants. Mr. Nathan Kogon clarified that HUD strongly encouraged the use of preferences through scoring. Madam Renita Holmes raised concerns about Housing Quality Standards (HQS) enforcement for residents with disabilities, citing issues with inspectors and grievance processes, and warned of potential litigation. Chairwoman Bastien sought clarification on 'homeless,' 'disabled,' and 'humanitarian referrals' categories, which Mr. Atkins explained as part of a weighted preference system. Commissioner McGhee inquired about a 'de minimis' provision related to demolition, which an HCD representative explained as a HUD-authorized exception for limited circumstances, capped at five percent of total units. Mr. Atkins confirmed this provision would not adversely impact proposed redevelopment deals.
