Chairwoman Bastien sought clarification on 'homeless,' 'disabled,' and 'humanitarian referrals' categories, which Mr. Atkins explained as part of a weighted preference system. Commissioner McGhee inquired about a 'de minimis' provision related to demolition, which an HCD representative explained as a HUD-authorized exception for limited circumstances, capped at five percent of total units. Mr. Atkins confirmed this provision would not adversely impact proposed redevelopment deals.
