This legislative item concerns the status of two sets of public housing developments: Arthur Mays Villas, Naranja, Modello II, and Pine Island (Directive 252178), and Kline Nunn, Little River Plaza, and Little River Terrace (Directive 252225). The Board of County Commissioners had previously directed the County Mayor to negotiate lease and development agreements with SG South Miami-Dade Ventures, LLC (SG) for the first set and PCSH Little River Development, LLC (PCSH) for the second set, without a competitive process, subject to HUD consent. However, on March 13, 2026, HUD denied the County's request to proceed without a competitive process. Consequently, the County cannot move forward with the direct award of development rights as initially planned. The report recommends initiating a competitive process to resolve the HUD denial and satisfy federal procurement requirements. The Little River developments are part of a $15,000,000.00 grant from the Florida Department of Environmental Protection for resiliency upgrades, addressing flooding and sea level rise vulnerability. FDEP advised that the County may delegate competitive procurement of subcontractors to PCSH for the Little River projects.
