Miami-Dade County Commission approved a resolution allowing the Aviation Department to specify certain sole-source materials and systems for identified Capital Improvement Program (CIP) projects. The resolution allows the County Mayor or designee to advertise solicitations for these projects with specified sole-source components and ratifies two pending solicitations. Commissioner Gilbert III raised significant objections, arguing that 'legacy' systems were being presented as true sole sources without adequate consideration of alternatives, and that this expanded the Board's procurement authority. An amendment was added requiring a market analysis comparing sole-source component prices to market prices and the cost of replacing existing systems. The estimated savings from this approach are over $302 million. The resolution passed 11-0.
