Miami-Dade County Commissioners approved a resolution allowing the Aviation Department to specify sole-source materials and systems for certain Capital Improvement Program (CIP) projects at Miami International Airport (MIA). This decision, based on Florida Statute 255.04, aims to ensure compatibility, safety, performance, and long-term cost efficiency by integrating new projects with existing legacy systems. The estimated savings from avoiding replacement of these legacy systems are over $302 million. The resolution authorizes the County Mayor or designee to advertise solicitations for these projects with the specified sole-source components and ratifies the advertisement of two pending solicitations (Bid No. V100A and T012A). Several commissioners raised concerns about the use of 'sole source' versus 'legacy' designations, potential impacts on competition, and the delegation of purchasing authority. The Aviation Department clarified that the specified components are necessary for integration with existing proprietary systems, and retrofitting or replacing them would be impractical and cost-prohibitive. The approval was contingent on written recommendations from the architect and engineer of record for each project. The five most significant capital projects impacted are D60 (Concourse D West Extension), Central Terminal Redevelopment Phases 1 and 2, North Terminal Gate Infrastructure Upgrades, and North Terminal Gate Optimization Phase 1.
