Miami-Dade County Board of County Commissioners adopted Resolution R-493-26 on June 2, 2026, approving the award of Contract No. EVN0037379 for the hauling and disposal of dewatered biosolids (Group 2) to Waste Management Inc. of Florida for $101,251,800.00. This contract has an initial five-year term with one five-year option to renew for the Water and Sewer Department. The resolution also rejected all bids received for Group 1, which pertains to hauling and disposal of dewatered biosolids, due to recent changes in Florida law restricting disposal options. A new solicitation for Group 1 is anticipated. The adopted contract for Group 2 covers hauling and disposal of grit and mechanical screenings from the County's wastewater treatment plants. Public comment from Vice Chairwoman Milian Orbis expressed concern about potential cost increases due to rejecting bids for Group 1. Mr. Fink explained the rejection was due to pending legislation and that a new solicitation would be published soon, with an industry day planned. Commissioner Cohen Higgins urged a quick re-solicitation and hoped Compost USA would rebid.
