BIOSOLIDS REJECT & AWARD

Board of County Commissioners · 2026-06-02 · resolution

Miami-Dade County Board of County Commissioners adopted Resolution R-493-26 on June 2, 2026, approving the award of Contract No. EVN0037379 for Hauling and Disposal of Dewatered Biosolids (Group 2) to Waste Management Inc. of Florida for $101,251,800.00. This contract has an initial five-year term with one, five-year option to renew for the Water and Sewer Department. The resolution also authorized the rejection of all bids received for Group 1, which pertains to hauling and disposal of dewatered biosolids. The rejection of Group 1 bids is due to recent changes in Florida law (effective April 2, 2026) that restrict biosolids disposal options and significantly increased bid prices. A new solicitation for Group 1 will be published. Group 2 services involve hauling and disposal of grit and mechanical screenings from the County's three wastewater treatment plants. The total estimated value for Group 2 over 10 years is $101,251,800, with an initial five-year term valued at $50,625,900. The current contract for these services expires October 31, 2026. Public comment included concerns about the timing of re-solicitation for Group 1 and the potential for increased costs, with assurances from staff that a new solicitation would be issued promptly after bid rejection and that an industry day would be held. One commissioner expressed hope that Compost USA, a current contract holder, would rebid for Group 1 services.
