Miami-Dade County Board of County Commissioners adopted Resolution R-493-26 on June 2, 2026, approving the award of Contract No. EVN0037379 for Hauling and Disposal of Dewatered Biosolids (Group 2) to Waste Management Inc. of Florida for $101,251,800.00. This contract has an initial five-year term with one, five-year option to renew for the Water and Sewer Department. The resolution also rejected all bids received for Group 1, which pertains to hauling and disposal of dewatered biosolids, due to recent changes in Florida law restricting disposal options. A new solicitation for Group 1 will be published. Public comment from Vice Chairwoman Milian Orbis expressed concern about potential cost increases due to rejecting bids, and Commissioner Cohen Higgins hoped for a swift re-solicitation and noted Compost USA as a current contract holder. Mr. Fink explained the rejection of Group 1 bids was due to pending legislation and that a new solicitation would be issued soon, with an anticipated award in July. The services for Group 2 involve hauling and disposal of grit and mechanical screenings from the County's wastewater treatment plants.
