BIOSOLIDS REJECT & AWARD

Board of County Commissioners · 2026-06-02 · resolution

Miami-Dade County Board of County Commissioners adopted Resolution R-493-26 on June 2, 2026, approving the award of Contract No. EVN0037379 for Hauling and Disposal of Dewatered Biosolids (Group 2) to Waste Management Inc. of Florida for $101,251,800.00 over an initial five-year term with one five-year option to renew. The contract is for the Water and Sewer Department. All bids received for Group 1 (Hauling and Disposal of Dewatered Biosolids) were rejected due to recent changes in Florida law restricting disposal options. A new solicitation for Group 1 is anticipated. The decision to reject Group 1 bids was influenced by pending legislation and increased bid prices. Public comment from Vice Chairwoman Milian Orbis expressed concern about rising costs due to bid rejection, and Commissioner Cohen Higgins hoped for a swift re-solicitation and encouraged Compost USA to rebid. Mr. Fink from the department explained the rejection was due to land application legislation and that a new solicitation would be published soon, with an industry day planned. The contract for Group 2 ensures continuity of critical services for wastewater treatment plants.
