Miami-Dade County Board of County Commissioners adopted Resolution R-480-26 on June 2, 2026, ratifying a competitive contract with Hitachi Rail STS USA for $6,729,260.00 for rail parts and services. The contract, awarded on December 21, 2023, is for the purchase and overhaul of 10 rail vehicle trucks, including specialized rear trucks with Automatic Train Operation (ATO) antennas, for the Department of Transportation and Public Works (DTPW). These parts are critical for replacing components damaged in accidents and derailments and for completing six-year overhauls to maintain fleet reliability and safe operations. The procurement was conducted under Prequalification Pool No. FB-01645P, Rail Parts and Services Pool, via an Invitation to Quote (ITQ). Only one bid was received due to the specialized and proprietary nature of the original equipment manufacturer (OEM) components. Commissioner Bermudez expressed concern about the significant delay in presenting the contract for ratification, approximately two and a half years after its award, but supported the legislation. DTPW cited a management transition in its Goods and Services Division as the reason for the delay and is implementing process improvements to prevent future occurrences. The contract term is six months, funded by Mobility Impact Fees.
