Miami-Dade County is creating a Solid Waste Advisory Board to guide the development and implementation of long-term solid waste management strategies. The board will consist of 15 voting members with expertise in areas such as finance, solid waste management, landfill operations, recycling, and environmental compliance. Members cannot be vendors or contractors of Miami-Dade County. The board will advise the Board of County Commissioners on issues including financial stability, cost maintenance, compliance with development master plan requirements, innovative disposal solutions, and improving reuse and recycling. The board is established for five years unless extended. The ordinance was adopted on first reading on February 18, 2026, deferred on April 15, 2026, forwarded with a favorable recommendation on May 13, 2026, and amended on June 2, 2026. The RRF facility, originally on 100 acres and operational since 1982, has been inoperable since a fire on February 12, 2023, impacting landfill capacity and concurrency requirements for development permits. The board's creation is intended to address these challenges and develop a sustainable, cost-efficient system.
