Miami-Dade County is creating a Solid Waste Advisory Board to guide the development and implementation of long-term solid waste management strategies. The board will consist of 15 voting members with expertise in areas such as finance, solid waste management, landfill operations, recycling, and environmental compliance. Members cannot be employees of vendors, suppliers, contractors, or service providers to the County. The board will advise the Board of County Commissioners on matters including financial stability, cost maintenance, compliance with Comprehensive Development Master Plan requirements, innovative disposal solutions, and improving reuse, recycling, and recovery of materials. The ordinance establishing the board was adopted on first reading on February 18, 2026, deferred on April 15, 2026, and amended on June 2, 2026. The board will sunset five years after its establishment unless extended. The creation of this board is a response to challenges including the inoperability of the Resources Recovery Facility (RRF) since a fire on February 12, 2023, the projected capacity limits of county landfills by 2026 and 2030, and the need to maintain solid waste concurrency requirements for development permits.
