Miami-Dade County is establishing a Solid Waste Advisory Board to guide the development and implementation of long-term solid waste management strategies. The board will consist of 15 voting members with expertise in areas such as finance, solid waste management, landfill operations, recycling, and environmental compliance. Members cannot be employees of county vendors or contractors. The board will advise the Board of County Commissioners on issues including financial stability, cost maintenance, compliance with development plans, innovative disposal solutions, and material recovery. The ordinance creating the board was adopted on first reading on February 18, 2026, deferred on April 15, 2026, and forwarded with a favorable recommendation on May 13, 2026, before being amended on June 2, 2026. The board will sunset five years after its establishment unless extended. The creation of this board is a response to challenges including the inoperability of the Resources Recovery Facility since a fire on February 12, 2023, projected landfill capacity issues, and the need to maintain solid waste concurrency requirements for development permits.
