Miami-Dade County Commissioners retroactively approved and authorized the application for and acceptance of $375,939,525.00 in grant funds from the U.S. Department of Health and Human Services (DHHS) for the continuation of the Head Start Program. The grant period is from August 1, 2026, to July 31, 2031. The County Mayor or designee is authorized to award contracts D-10669A through D-10669Q to seventeen Head Start delegate agencies for program services. A non-competitive designated purchase was authorized. The County Mayor or designee can also apply for future funds, negotiate and execute necessary agreements, solicit new delegate agencies if needed, and negotiate agreements for student internships. The resolution waives Resolution No. 130-06. The funding for the initial one-year term is $75,187,905, with a total estimated cumulative value of $375,939,525 over the five-year period. A 25% non-federal share match is required, met through in-kind contributions. The 17 delegate agencies, including 16 not-for-profit vendors and the School Board of Miami-Dade County, have been providing services since 2012 and are recommended for new contracts to ensure continuity of care and leverage prior investments in facilities and staff training. Some delegate agencies operate in or will operate in County facilities, with separate lease agreements to be presented later. Due diligence found no adverse findings regarding vendor responsibility.
