Miami-Dade County Board of County Commissioners adopted Resolution R-558-26, authorizing the negotiation and execution of amendments to Lease Number 4653 and the associated Land Use Plan for the property at 2200 NW 7th Avenue, Miami, Florida 33127, known as the Mental Health Center. The resolution also approves non-competitive designated purchases for services at the Center. The Village South, Inc. (and its parent WestCare Foundation, Inc.) will receive up to $27,218,627.00 for mental health services, and The Advocate Program Inc. will receive up to $4,169,861.00 for ancillary services. Additional estimated operating costs to the County are not to exceed $14,298,639.00 annually, bringing the total to $45,687,127.00 for the initial three-year term. The resolution also approves the Miami-Dade County Opioid Funding Disbursement and Implementation Plan for Fiscal Year 2025-2026 through September 30, 2031. The County Mayor is directed to issue expedited Requests for Proposals for mental health and substance use disorder outpatient treatment services, and transitional housing and supportive services for the seventh and sixth floors of the Center, respectively. A centralized recordkeeping and outcomes monitoring system will be established, and biannual independent operational and clinical reviews will be conducted by Jackson Health System or its designee. The Board also establishes county policy that core services will not be impacted by funding for the Center.
