Miami-Dade County Board of County Commissioners adopted Resolution R-558-26, authorizing amendments to a lease and land use plan for the Mental Health Center located at 2200 NW 7th Avenue, Miami, Florida 33127. The resolution approves non-competitive designated purchases for services at the center totaling up to $45,687,127.00. This includes contracts with The Village South, Inc. (and its parent WestCare Foundation, Inc.) for mental health services up to $27,218,627.00 for a three-year term with renewal options, and The Advocate Program Inc. for ancillary services up to $4,169,861.00 for a three-year term with renewal options. Additional estimated operating costs to the county are not to exceed $14,298,639.00 annually. The resolution also approves an Opioid Funding Disbursement and Implementation Plan for Fiscal Year 2025-2026 through September 30, 2031. The County Mayor is directed to issue expedited Requests for Proposals (RFPs) for mental health and substance use disorder outpatient treatment services, and transitional housing and supportive services for individuals experiencing homelessness. The resolution mandates research, data collection, oversight, biannual reviews, and reports, with the Miami-Dade County Behavioral Health Advisory Board playing a key role in oversight and recommendations. Core county services are to remain fully funded and unaffected by the center's funding.
