Board of County Commissioners · 2026-06-16 · resolution
Miami-Dade County Board of County Commissioners approved an amended resolution authorizing an additional expenditure of $61,320,728.00 for Contract No. D-10253, Motorola Public Safety Radios and Capital Infrastructure. This brings the total modified contract amount to $121,320,728.00. The funds are for multiple county departments, including Miami-Dade Fire Rescue Department (MDFR), Miami-Dade Corrections and Rehabilitation Department (MDCR), and Communications, Information and Technology Department (CITD), to upgrade critical communications infrastructure. MDCR requires replacement of approximately 2,800 aging radios. MDFR requires funding for phases one and two of the Integrated Command and Communications Center (IC3), system operations, maintenance, and equipment for new vehicles. CITD requires funding for portable radios, hardware refreshes, and redundancy enhancements for the Premier One Computer-Aided Dispatch system. During the Intergovernmental and Economic Impact Committee meeting, Senator Garcia inquired about the total new amount and the cost of radios, and Chief Jadallah and Ms. Green discussed the operability, longevity, and life cycle of the radios. Commissioner Gonzalez raised questions about connectivity and the number of municipalities using Motorola radios, with Dr. Edwards providing a list of users. Commissioner Cohen Higgins questioned the timeline for MDCR receiving new radios, and Ms. Uppal and Mr. Palmer provided clarifications. Concerns were raised about the cost per radio, with a discussion between Commissioner Cohen Higgins, Mr. Palmer, and Ms. Uppal regarding pricing and competitive rates. Vice Chairwoman Milian Orbis questioned the necessity of standardization and a pricing discrepancy for MDCR radios, requesting reconciliation. Mr. Olazabal explained the use of radios in CITD. Commissioner Cohen Higgins and Vice Chairwoman Milian Orbis requested staff determine if other radios could meet the needs of CITD and MDCR. The contract expires on August 3, 2027. The Board of County Commissioners ultimately passed the amended resolution with a 12-0 vote.
