Miami-Dade County Board of County Commissioners approved an additional expenditure authority of $61,320,728.00 for Contract No. D-10253, Motorola Public Safety Radios and Capital Infrastructure. This modification brings the total modified contract amount to $121,320,728.00. The funding is for multiple county departments, including Miami-Dade Fire Rescue Department (MDFR), Miami-Dade Corrections and Rehabilitation Department (MDCR), and Communications, Information and Technology Department (CITD), to continue purchasing Motorola radio equipment, products, maintenance, and support services. MDCR requires replacement of approximately 2,800 aging radios that are nearly 17 years old, exceeding their seven-year useful life. MDFR's allocation supports phases one and two of the Integrated Command and Communications Center (IC3), system operations, maintenance, and equipment purchases. CITD's funding supports the Premier One Computer-Aided Dispatch system and radio procurement. The contract was initially approved in 2022 for $165,000,000. During the legislative process, concerns were raised regarding the cost per radio, the timeline for MDCR's radio replacement, and the reliance on a single vendor. Public comment from an L3Harris representative stated radios cost $8,000 per unit, which was later clarified by staff to be $6,400 per unit for some purchases. Commissioners requested further analysis on whether alternative radios could meet departmental needs and competitive pricing.
