Miami-Dade County Board of County Commissioners approved an amended resolution authorizing an additional expenditure of $61,320,728.00 for Contract No. D-10253, Motorola Public Safety Radios and Capital Infrastructure. This brings the total modified contract amount to $121,320,728.00. The funds are for multiple county departments, including Miami-Dade Fire Rescue Department (MDFR), Miami-Dade Corrections and Rehabilitation Department (MDCR), and Communications, Information and Technology Department (CITD). The MDCR requires replacement of approximately 2,800 aging radios that are nearly 17 years old, exceeding their seven-year useful life. MDFR requires funds for phases one and two of the Integrated Command and Communications Center (IC3), ongoing system operations, maintenance, support services for APX NEXT radios and Visilink, and equipment for new vehicles. CITD requires funds for portable radios, hardware refreshes, and redundancy enhancements for the Premier One Computer-Aided Dispatch system. The contract was initially approved in 2022 for $165 million. Public comment included concerns about the cost per radio, reliance on a single vendor, and the timeline for MDCR to receive new radios. Commissioners questioned the pricing and the necessity of standardization. Staff confirmed that the Motorola radios offer GPS location, document transmission, and screen communication features for officer safety. Interoperability is maintained through the P25 protocol. The contract expires August 3, 2027.
