MOTOROLA RADIOS - MOD

Board of County Commissioners · 2026-06-16 · resolution

Miami-Dade County Board of County Commissioners approved an amended resolution authorizing an additional expenditure of $61,320,728.00 for Contract No. D-10253, Motorola Public Safety Radios and Capital Infrastructure. This brings the total modified contract amount to $121,320,728.00. The funds are for multiple county departments, including Miami-Dade Fire Rescue Department (MDFR), Miami-Dade Corrections and Rehabilitation Department (MDCR), and Communications, Information and Technology Department (CITD). The MDCR requires replacement of approximately 2,800 aging radios that are nearly 17 years old, exceeding their 7-year useful life. The MDFR needs funds for phases one and two of the Integrated Command and Communications Center (IC3), ongoing system operations, maintenance, support services for APX NEXT radios and Visilink, new mobile radios for vehicles, and WAVE subscription costs. CITD requires funds for portable radios, hardware refreshes, and redundancy enhancements for the Premier One Computer-Aided Dispatch system. The contract was initially approved in 2022 for $165,000,000. Public comment and discussion during the Intergovernmental and Economic Impact Committee meeting raised questions about cost per unit, interoperability between different radio systems, reliance on a single vendor, and the timeline for MDCR receiving new radios. Concerns were raised by Commissioner Cohen Higgins and Vice Chairwoman Milian Orbis regarding the cost per radio and the need for standardization, leading to a request for staff to determine if other radios could meet the needs of CITD and MDCR before the matter reached the Board. The Board ultimately passed the amended resolution with a 12-0 vote.
