Miami-Dade County Board of County Commissioners approved an additional expenditure authority of $61,320,728.00, bringing the total modified contract amount for Contract No. D-10253 (Motorola Public Safety Radios and Capital Infrastructure) to $121,320,728.00. This contract supports multiple county departments, including the Fire Rescue Department (MDFR), Corrections and Rehabilitation Department (MDCR), and Communications, Information and Technology Department (CITD). The MDCR requires replacement of approximately 2,800 aging radios that are nearly 17 years old, exceeding their 7-year useful life. MDFR requires funding for phases one and two of the Integrated Command and Communications Center (IC3), system operations, maintenance, and equipment for new vehicles. CITD requires funding for continued acquisition of portable radios, hardware refreshes, and redundancy enhancements for the Premier One Computer-Aided Dispatch system. The Board of County Commissioners amended and adopted the resolution on June 16, 2026, by a vote of 12-0. During the Intergovernmental and Economic Impact Committee meeting on March 11, 2026, concerns were raised regarding the total cost, interoperability, and the life cycle of the radios. Public comment included a representative from L3Harris stating that Motorola radios cost $8,000 per unit, which was later clarified by staff to be $6,400 per unit for some purchases. Commissioners requested further clarification on pricing discrepancies and the necessity of standardization. The contract expires on August 3, 2027.
