Miami-Dade County Board of County Commissioners approved an additional expenditure authority of $61,320,728.00 for Contract No. D-10253, Motorola Public Safety Radios and Capital Infrastructure. This brings the total modified contract amount to $121,320,728.00. The funds are for multiple county departments, including the Miami-Dade Fire Rescue Department (MDFR), Miami-Dade Corrections and Rehabilitation Department (MDCR), and Communications, Information and Technology Department (CITD). The MDCR requires replacement of approximately 2,800 aging radios that are nearly 17 years old, exceeding their seven-year useful life. The MDFR requires funds for phases one and two of the Integrated Command and Communications Center (IC3), system operations, maintenance, and equipment for new vehicles. CITD needs funds for continued acquisition of portable radios, hardware refreshes, and redundancy enhancements for the Premier One Computer-Aided Dispatch system. During the Intergovernmental and Economic Impact Committee meeting, Senator Garcia inquired about the total new amount and the cost of radios and interoperability. Dr. Edwards confirmed it was an additional allocation to an existing contract. Chief Jadallah noted the longevity of Motorola radios. Commissioner Gonzalez discussed connectivity with various entities and the number of municipalities using Motorola radios. Commissioner Cohen Higgins questioned the timeline for MDCR receiving updated radios. Ms. Uppal clarified MDFR was purchasing additional services, while MDCR identified its need more recently. Fire Chief Jadallah clarified MDFR was not using 17-year-old radios. Ms. Green confirmed MDCR had not yet received replacement radios. Mr. Palmer explained the pilot program for MDFR and MDCR being next in line. Commissioner Cohen Higgins noted a public comment from L3Harris regarding radio cost, and Mr. Palmer clarified the cost per unit. Vice Chairwoman Milian Orbis raised a pricing discrepancy for MDCR radios and requested reconciliation. Mr. Olazabal explained CITD's allocation for municipalities transitioning to new systems and for the E911 system. Vice Chairwoman Milian Orbis requested staff determine if other radios could meet MDCR and CITD's needs. Commissioner Cohen Higgins emphasized competitive pricing as the contract expires in August 2027. Mr. Palmer stated interoperability of radios is paramount during critical incidents. Commissioner Gonzalez asked about differentiating features of Motorola radios, and Mr. Palmer noted GPS location, document transmission, and screen communication. Vice Chairwoman Milian Orbis clarified Sheriff's Office and MDFR needs and asked about Motorola-L3Harris radio communication. Mr. Olazabal stated radios use P25 protocol allowing different radios to communicate. Chairwoman Lopez inquired about connection to the statewide network. Dr. Edwards confirmed law enforcement radios were connected. The resolution was amended and passed by a 12-0 vote.
