CDMP APPLICATION RE UDB TEXT AMENDMENT

Miami-Dade County Commissioners are directing the County Mayor or designee to file an application to amend the Comprehensive Development Master Plan (CDMP). The amendment will address the use of text amendments that facilitate urban land uses on property outside the Urban Development Boundary (UDB), without expanding the UDB or amending the Land Use Plan (LUP) map. The proposed amendment will require a demonstration of need, avoidance of sprawl, and mitigation of agricultural or environmentally-sensitive land loss. It will also offer flexibility for text amendments in Urban Expansion Areas. This directive stems from concerns that text amendments have been used to bypass UDB expansion policies. The application process is subject to Senate Bill 180, meaning it cannot be filed until October 2027, unless extended by emergency declarations. The amendment is not retroactive and will not affect pending applications. The Intergovernmental and Economic Impact Committee forwarded the item with a favorable recommendation to the Board of County Commissioners (BCC).
